Terminal evaluation of the UNEP GEF project: Building capacity for participation in the biosafety clearing-house (BCH) Phase I

This report is a terminal evaluation of a UNEP-GEF project implemented between 2004 and 2009. The BCH project was designed with the objective of strengthening the capacities of eligible countries to access and use the Biosafety Clearing-House, to meet their obligations to the Cartagena Protocol on Biosafety. The aim of the terminal evaluation was to establish if the project achieved its objective of building national capacities to access and use the BCH effectively. The evaluation also assessed project performance and the implementation of planned activities and outputs against actual results.
