The authors attempt to resolve the problem of postindustrial society concerning the increasing cost and the declining quality of education. They see a solution in the modernization of education to bring it into line with other sectors of postindustrial society. The individualization and continuous learning aspect of their proposals can only occur in a capital-intensive education system. The authors characterize the captial-intensive education system as the extensive use of man-machine instructional systems involving the 'highest quality and greatest quantity of educational technology now available'
