The innovation (UTFI) has advanced into the transition zone between piloting an scaling up. The concept has been formulated and clearly documented; prefeasibility studies have been conducted; pilot trial established and evaluated over 3 years. Modest investments have been made by the Indian Government to scale up in one district.
