Approaches to creation of an effective network of reserves in the URSS

At present there are no clear-cut general principles for estabilshing a scientifically based network of reserves in the USSR. Experience has proved that this problem should be solved on the vasis of physiogeographic zoning, landscape maps and satellite survey. The "principle of representation" is the most important one, stating that more reserves should be set up in the regions with a great diversity of physiogeographic conditions. Thus, it is recommended to creat at least one reserve in each physiogeographic procince in such regions as the carpathians, the Crimea, the Caucasus, Central Asia, the Kazakh SSR, the Altai, the Sayans, the Baikal area, the Far East, the Urals, and all steppe and forest-steppe regions. Methods are recommended for designating protected areas by ecological criteria, with due regard to economic characteristics of a specific region. It is necessary to evolve a balanced strategy of exploiting and reproducing living natural resources that should enviasage a timly reservation of areas in order to protect them from irreversible changes. A set of workable approaches to the problem is proposed.
