Structural adjustment within developing countries: the problem of sustaining policy reform

Policy reform is viewed as a political process that entails forces for the co-existence of both political and economic equilibria, although an equilibrium itself may not exist. Linkages between these forces need to be considered in a general equilibrium context, since a subsidy to one sector has been used by governments to extract resources from another. A review of the nature of interventions and their effects on the rural economy a typical country are briefly sketched. A simple model is used to illustrate how these equilibria are lined by resources and policy instruments. An implication is that economic reform can be designed to yield a more efficient allocation of society's resources redistribute income, and to redress the balance of political influence to a degree that could prevent an economy from reverting to its old inward oriented ways once an economic crises is resolved
