This paper reviews the issue of the diversion after import of plant products and other regulated articles from the intended use, which is the declared purpose for which these items are imported. The two-part question addressed is to what extent this diversion leads to additional pest risk, or the anticipation of diversion leads to unjustified restrictions to trade
