JERARQUIZACIÓN DE PROYECTOS DE INGENIERÍA PARA EL SECTOR PÚBLICO BAJO EL ENFOQUE DE ANÁLISIS MULTICRITERIO BASADO EN LOS MÉTODOS PROMETHÉE / OUTRANKING PUBLIC INVESTMENT PROJECTS UNDER A MULTICRITERIA ANALYSIS APPROACH USING PROMETHÉE METHODS

El artículo presenta un enfoque basado en el Análisis Multicriterio (AMC) para la ayuda en la toma de decisiones,relacionada con la evaluación y jerarquización de múltiples proyectos de ingeniería, orientados al desarrollo de un país yque no sólo aportan en la medición financiera sino en impactos macroeconómicos sobre cierta medidas de crecimiento. Ental sentido, el AMC permite jerarquizar dichos proyectos mediante la construcción de una función de “calidad” agregadaque sintetiza distintas perspectivas (financieras, económicas y sociales). La evaluación de los proyectos considerados serealiza mediante los métodos PROMETHÉE (Preference Ranking Organization Method for Enrichment Evaluations),enfoque considerado actualmente como uno de los más adecuados por maximizar el uso de información multicriterio dedichos proyectos y basar sus resultados en el estudio de las relaciones binarias de sobreclasificación (outranking).ABSTRACTThis paper presents an approach based on the Multicriteria Analysis (MCA) to help decision makers to evaluate and rankmultiple engineering projects which are addressed to develop a country. Furthermore, the MCA allows raking projectsthrough an aggregate “quality’ function that synthesizes different perspectives (financial, economical and social). Thus,the evaluation of several projects is handled by the PROMETHÉE methods (Preference Ranking Organization Method forEnrichment Evaluations), currently considered as the most appropriate approach because maximizes the use of multicriteriainformation related to the projects, and bases its results on the binary outranking relationships.Keywords: Multicriteria Analysis, Engineering projects, Public investment, PROMETHÉE methods
