The Vocational training process in the development of Latin America: an interpretative study

This monograph was conceived as a reference paper for the seminar on the role of vocational training bodies with regard to the social and economic requirements of development in Latin America. Part one of the paper examines the background of vocational training in the region. It underlines those aspects which put forth the initial response of the forerunners. These intended to meet the need for skilled labour for the industrialization process that was starting at the beginning of the 40s. Part two studies the consolidation and strengthening of training bodies of the region in the early 60s, the generalized adoption of an institutional and effective model that would lead precisely to the training of human resources for development. Part three raises the question concerning the possibilities of vocational training which gradually introduced new qualifications, emphasizing its social character rather than its initial economic objective. The last part sustains the hypothesis that occasional changes became more frequent, to the point of completely modifying the initial idea of vocational training, its significance and scope. There is a need to define new roles for vocational training institutions and the paper puts forward suggestions in this direction.
