Civil Registration and Vital Statistical systems Workshop opens in Africa Hall. Layashi Yaker, United Nations Under Secretary-General and Executive Secretary of the United Nations Economic Commission for Africa, said in an opening statement that African countries have adopted legislation establishing compulsory and continuous registration of vital events, but that a working group that met in Addis Ababa in 1985 reported that only limited progress has been made. The United Nations has consistently related civil registration and vital statistics to economic and social development as well as to administration while the Human Rights Covenants themselves recognize civil registration as an essential process in establishing some human rights.
