Report to the government of Turkey on fisheries administration

The fish resources available to Turkey are under-exploited, as was emphasized by the findings of a previous FAO project. A major obstacle to the fishery research and development necessary to utilize this much-needed food resource has been the lack of a strong fisheries administration and technical infrastructure. In approaching this problem, the Government has established a basic central fisheries administration based on new legislation but it is necessary to make large-scale changes in its or ganization and operations to make it fully effective. During the 12 month project, the operations and structure of the many government and private bodies involved in fisheries were carefully assessed. Detailed recommendations are made in this report for the reorganization of the administration of fisheries and the actions necessary to do this. The administrative bodies of the Government that are concerned with fisheries should be considerably strengthened and expanded and a stronger emphasis p laced on education and training at all levels. Concurrently, the funds, facilities and equipment needed should be provided. A considerable amount of professional expertise, physical facilities, equipment and funds should be made available to implement the recommendations of the UNDP/FAO Marine Fishery Development Project. A comprehensive programme is recommended, aiming at increasing the present production of inland fisheries and aquaculture by between 200 and 300 percent, much of this invol ving basic research. The serious deficiencies of the present marketing system can only be remedied by building a modern marketing network and changes are recommended in the structure of government agencies involved and for the implementation of marketing projects already prepared. Tables and figures are included to show details of the proposed new structures and the requirements for implementation of the recommendations.
