Gouvernance des pêches maritimes dans l'Ouest de l'Océan Indien

This report contains a review of the situation regarding the governance of marine fisheries in the geographical area encompassing the Comoros, Kenya, Madagascar, Mauritius, Seychelles, Somalia and Tanzania. Specifically, it aims to have a better understanding of the progress made and those remaining to be done for good governance in the area, whether being in the national dimension (country) or the regional one. The principles of good governance underpinning the analysis are: openness and transp arency, responsibility, efficiency, participation, consistency, adaptability- responsiveness and subsidiarity - proportionality. The study also contains a part addressing the analysis of some key services to the development of marine fisheries in the area and their implementation with some principles of good governance. The purpose of the study being to support the scheduling of the activities of the SmartFish program in the field of improving the governance of marine fisheries in the sub-region AOA / OI year, an action plan is proposed in the last part of the report. This action plan was discussed at a sub-regional workshop with delegations from the different countries involved, trying to bring out the priority actions. The actions listed below represent the framework of the general action plan. They are organized according to the priority actions at the level of countries and priority actions at the level of the sub-region. This summary does not go into detail on priority actions by countries since each country is not affected by all of these actions. The analysis of the situation on the governance of marine fisheries revealed that much progress has been made, mainly during the last decade, particularly with regard to promoting the principle of participation. However, much progress remains to be done with regard to the implementation of key principles such as transparency, effective implementation of the principle of participation in the management process, consistency of p ublic action, accountability of public and private institutions, and the effectiveness of measures for a sustainable and responsible management of marine fisheries in the sub-region. Regarding the regional dimension of governance, significant progress has been made in the field of fisheries management of tuna and tuna-like species by applying the principle of subsidiarity between the IOTC and countries which are members of the Commission. But the efficiency of this system of governance is still insufficient because of the lack of transparency regarding the activities of industrial fleets operating in the sub-region and the inadequate participation of countries. For the management of fisheries other than tuna and tuna-like species, the situation is rather unsatisfactory globally due to the low effectiveness of the competent sub-regional organizations, primarily the SWIOFC, and the lack of incentives from countries to cooperate for the management of these fisheries.
