1. Simplify the 3 steps procedure for declaring a DO, getting the right to manage the DO, getting the right to use the DO: Remove the faculty of the SIC to authorize the use of the DO and always delegate it to an entity having the legitimate interest the resources to carry it. Mandatory join in the application: the application for the declaration of the DO and the application for the delegation of the faculty to authorize the use of the DO. Clarify if the entity in charge of authorizing the use of the DO can/shall be different than the applicant or if, by principle, the applicant is considered as the managing entity. If the DO is requested by an association representing producers, it should be the entity delegated to authorize the use of the DO. If the DO is requested by a governmental entity, application shall state who will be in charge of granting the right of use of the DO. Provide more details about various schemes of controls: auto-controls, internal control by the applicant of the DO, controls by third party. Provide that the certificate of conformity be requested by all those wishing to use the DO,including the producers' members of the association applicant for the DO. Remove the obligation to ask for a conformity certificate to all those who will re-sale the product already put into the market by others. 2. Prepare a manual for the applicant of DO. 3. Support the SIC for the examination of DO: Prepare an examiner guidebook, publically available. SIC should examine the rules of use of the DO submitted by the entity delegated to grand the right of use (such rules are different from the DO application). onstitute a list of experts to constitute technical committees for examination of DO.4. Amend the definition of the DO: Amend the definition of DO as to include non-geographical names. Study whether it would be possible to introduce the definition of geographical indication provided by TRIPs even if it is not provided in the Decision 486.
