1987 Resource Allocation Process and Role of TAC Program and Budget Review
CGIAR Secretariat note recommending that TAC delay introducing the proposed new programming and budgeting procedure proposed in Richard Clifford's study 'Budgeting, Financial Management, and Reporting in the CGIAR' until the 1988 cycle. In the meantime, TAC would examine alternative pilot proposals prepared by CIMMYT, CIP, and ICRISAT. The Secretariat memorandum recommends that TAC use a refined version of the existing process to review center programs and budgets for 1987.Agenda document, TAC 38th Meeting, October 1985.
