First External Management Review of IITA, 1984

Report of the first external management review (EMR) panel to IITA chaired by Luis Crouch. The document includes a letter of transmittal and comment from Executive Secretary Curtis Farrar to the CGIAR Chairman S. Shahid Husain and the response of IITA's Board of Trustees to the EMR report.The report stressed the need for institutionalization of various aspects of IITA's management to prevent overreliance on a few key individuals and to foster continuity in the long term. Recommendations included creation of an executive committee to consider major budget and policy issues, an audit committee, and a search committee approved by the Board to identify and screen candidates for director general. The panel found a need for legal counsel to ensure IITA's non-profit status in Nigerian law and its status as an international organization in Nigeria; regular salary surveys to compare IITA salaries with those at other public and private employers; possible creation of an Assistant Director of Finance and Budget; mechanisms and procedures for facilitating communication and coordination within IITA; creation of an accounting manual; semi annual financial reports to the Board of Trustees and Executive Committee; and a number of other financial reporting and personnel management improvements. The report was presented along with the external program review at TAC 32 in October 1983, and discussed at the CGIAR meeting in May 1984.
