Management of four river basins affecting southern California's water supply

Metropolitan is a regional public agency whose single purpose is to provide water at wholesale to local water agencies in Southern California. Metropolitan does not manage any basins but is vitally affected by the management provided by other agencies of four separate basins: The Southern California Coastal Plain served by Metropolitan; the Owens Valley from which the City of Los Angeles obtains water; the Colorado River basin, which supplies water for Metropolitan's Colorado River Aqueduct; and California's Central Valley basin, which supplies water for the State Water Project that serves Metropolitan. Metropolitan's service area is 5,000 square miles, which is 0.14 percent of the nation's total area; its population and the economic activity within the area, in terms of gross national product, is about 5.5 percent of the nation's total. Water use in the area is about 2.9 million acrefeet annually, and the water is obtained from four basins that include 8.5 percent of the nation's area. Management of each basin is accomplished by mutual agreement of the many agencies in each area. There are no problems that indicate the need for any other type of management organization
